Understanding Initiative 1033

SPOKANE, WASH. - Voter turnout in a presidential election is one thing, experts say last year the race for commander in chief, brought out our nation's highest voter turn out in over 40 years, but a high turn-out in general election, that's hard do.

There are signs all over town telling people which way to vote this election on many big issues on the ballot like referendum 71, prop 4 and initiative 1033, but if people we ran into today were any indication of turn-out this Tuesday it's not looking, so good.

We asked Spokane residents if they knew how they were going to vote on I-1033"Probably not, I'd have to research it this weekend, later today probably, or coming up soon."

And if when we asked people about initiative, it seems they don't know anything about it.   "If knowing about candidates is any indication, no one knows about 1033."

The initiative concern's state county and city revenue and would limit growth of that revenue to annual inflation and population growth. Not including voter approved revenue increases.   All revenue collected above the limit would reduce property tax levies.

"It's hard to figure out, reading through it is confusing.," said registered voter Kathy Cropp.

There are of course arguments on both sides of I-1033.  At the root of it all, is how the state will do with excessive revenues that come in through the payment of taxes. Currently there is no limit to the checking accounts of the state and when tax revenue out paces the estimated amount there is typically extra money not allocated with in the budget.

We are quickly approaching the statewide deadline to have ballots turned in.  Washington State must be postmarked by 8 p.m. Tuesday or placed in drop boxes set up by the county elections office. In Spokane County, drop boxes can be found at public libraries, the elections office on Gardner near downtown and the STA plaza in downtown Spokane.
