Registered sex offender found half-naked outside elementary school

SPOKANE, Wash. - Police have arrested a registered sex offender after they say he was witnessed masturbating outside of an elementary school. Police were called to Holmes Elementary around 2:30 p.m. Wednesday afternoon after a woman, who lives near the school, called them and said there was a man sitting in a truck with no pants on.

The man noticed that police were arriving on scene and left the area in his truck, eventually parking in the area of Indiana and Hemlock in west central Spokane. When police approached 57-year-old Ramsay Munden, they confirmed that he was not wearing any pants and took him into custody.

Police say Munden is a registered level one sex offender and is on the Washington Department of Corrections watch list.
