WASHINGTON. - Every economic downturn of the last half-century has led to an increase in crime. Except this one.

Preliminary FBI figures show crime falling nationwide during the first six months of 2009, a time of high unemployment, foreclosures and layoffs.

Those numbers include a 10 percent drop in murder and manslaughter. They also show property crimes falling by more than six percent and car thefts plunging nearly 19 percent.

Overall, crime rates haven't been this low since the 1960s. Experts are scratching their heads over why they're down so low during an economic downturn.

Possible explanations include better car security systems or more jobless people at home keeping an eye on their neighborhoods.

The low numbers may also be a continuation and acceleration of a crime-dropping trend that was noticed last year.
