Grant County murder suspect arrested

GRANT COUNTY, Wash. - The Grant County Sheriff's Office says their major Crimes Unit detectives assisted by Moses Lake Police and the Los Angeles County Sheriff's Office have arrested Cesar Ismael Ramos DeLaCruz, 27 of Moses Lake, and Frankie Mahto Larioz, 19 of Moses Lake, Washington in connection with the murder of 19-year old Juan Manuel Vasquez, Jr. on June 16, 2009.

The Grant County Undersheriff says detectives, assisted by witness interviews, identified Cesar Ramos as the one who allegedly shot at and killed Juan Vasquez as he fled in his blue Honda CRX near the intersection of Vandenberg Loop and Doolittle Drive northeast of Moses Lake. The investigation led major crimes detectives to Bell, California where assistance from the Los Angeles County Sheriff's Office Fugitive Apprehension Team arrested Cesar Ramos at a residence in Bell, California without incident.

Grant County sheriff's detectives took a commercial airline to Los Angeles and were met by LA County sheriff's office personnel who assisted in accompanying and facilitating interviews of Ramos and his girlfriend. Ramos has been arrested by felony warrant Murder in the 1st Degree with a bail amount of $1 million. Ramos' girlfriend, Rena K. Rodriguez, 21 of Moses Lake has been served with a material witness warrant and has been arrested and is in custody in Los Angeles, California. Both will be brought to Grant County via a secure fugitive transportation service.

Frankie Mahto Larioz was contacted by a Grant County major crimes detective and a Moses Lake Police detective at his home in Moses Lake. Larioz was booked into the Grant County Jail on Friday, June 26, 2009 without incident and is being charged with Murder in the 1st Degree. Larioz was allegedly the driver of the vehicle used to transport Cesar Ramos.

The Grant County Major Crimes Unit says they wish to express gratitude to the many citizens of Grant County who were willing to share information about this tragic death, the Moses Lake Police Department, and the Los Angeles County Sheriff's Office.

The Undersheriff says the death of Juan "Pookie" Vasquez was not gang related nor was he the intended victim. The death of Juan Vasquez was instead over a small amount of Marijuana that had been stolen by another person.
