    SPOKANE VALLEY, Wash. - A 53-year-old man is under arrest after the Spokane County Bomb Squad removed a powerful explosive material from his Spokane Valley apartment Monday night. Over the New Year's holiday, detectives received information that John Raymond was making an explosive, found to be TATP, in his apartment in the 700 block of N. McDonald. Monday, detectives interviewed Raymond and confirmed with him that he did have the explosive.>>

SPOKANE VALLEY, Wash. - A 53-year-old Spokane Valley man who was arrested Monday night after explosives were found in his apartment has been charged with Unlawful Manufacture - Possession of an Incendiary Device, a felony.

John Raymond is expected to make his first court appearance on the charge Tuesday afternoon.

Detectives contacted Raymond after receiving information that he was producing TATP, a highly volatile and unstable explosive substance, in his apartment in the 700 block of N. McDonald Rd.

After executing a search warrant around 4 p.m. Monday, Explosives Disposal Unit technicians used a robot to remotely remove about a half-pound of the substance.  It was later detonated in a gravel pit.

During a second search of the apartment, detectives seized computer components, documents and other items deemed evidence of the production of the explosive. They also seized a pistol for safekeeping.

To protect neighbors from potential contamination, Department of Ecology technicians were last to enter the apartment and removed chemicals and other substances for destruction.

Raymond was initially arrested on an outstanding warrant.

(AP) - A new 100-bed psychiatric hospital is coming to Spokane.    The Inland Northwest Behavioral Health hospital, which opens to patients in October, will have about 200 employees.    The Spokesman-Review says the $33 million facility will be split into four units, each with 25 beds for inpatient services. One unit will be reserved for adolescent patients between the ages of 13 and 17.
