OLYMPIA, Wash. - Gov. Chris Gregoire says higher taxes will be needed to pay for health care, education and welfare programs as the state tries to climb out of the long recession. Gregoire is presenting her plan for bridging the state's new $2.6 billion budget deficit Wednesday. By law, she has to balance the budget using only existing revenue streams. Gregoire plans to ask the Legislature for tax increases early next year.>>

OLYMPIA, Wash. - The state treasurer says Gov. Chris Gregoire and the Legislature must act quickly to address a serious cash-flow problem.

In a recent letter to top state officials, Treasurer Jim McIntire says the state could actually run out of money by September if the government's finances aren't addressed.

If that happened, the state could be forced to take on short-term loans to pay its bills. And that could hurt the state's credit rating.

McIntire says it will take "prompt, decisive action" to bring cash balances back in line.

Gov. Chris Gregoire says the budget that she proposed late last year would address McIntire's concerns. Gregoire is planning to unveil a proposed tax package soon, to buy back some of the spending cuts in her budget plan.

SPOKANE, Wash. - From the outside, the Repeat Boutique looks like a lot of other thrift shops in Spokane.  Inside, some might describe the stuff for sale as old, used, discarded garbage -- but store manager CJ Curtis sees its potential. And just like the goods in her shop, CJ is on her way to a new life, one far from the one she once lived.

SPOKANE, Wash. - "He told me to pull over, and my jaw just dropped," a Spokane woman, who says a fake police officer tried to pull her over, doesn't want to be named. In fear, this could happen again. "It really scared me and kind of threw me off that night. I don't even want to drive by myself anymore," she said. She tells me that she was driving around North Spokane at night on her way home from work.
