    OLYMPIA, Wash. - Gov. Chris Gregoire says higher taxes will be needed to pay for health care, education and welfare programs as the state tries to climb out of the long recession. Gregoire is presenting her plan for bridging the state's new $2.6 billion budget deficit Wednesday. By law, she has to balance the budget using only existing revenue streams. Gregoire plans to ask the Legislature for tax increases early next year.>>

OLYMPIA, Wash. - Gov. Chris Gregoire wants the Legislature to save about $780 million worth of programs from the budget ax.
     
Gregoire is presenting the Legislature with her latest plan for balancing the state's $2.6 billion budget deficit. She has already shown what an all-cuts budget would look like, but says she can't live with it.
     
K-12 levy equalization, the Basic Health Plan, financial aid for college students and the General Assistance welfare program are tops on the governor's list of programs to rescue, but she'd also cut about $1 billion in spending.
     
Gregoire is suggesting some ways to raise more taxes by rewriting the tax code, but she's leaving straight-ahead tax increases to the Legislature.

Gregoire told a joint session of the Legislature that she doesn't want taxes to harm the economic recovery of the state, but Gregoire also says she can't abandon her values or "eliminate the safety net for our most needy and cripple our economic future."

Gregoire also hopes for several hundred million dollars in federal aid.

The 2010 Washington Legislature is convening for a 60-day session, with lawmakers searching for ways to fix a $2.6 billion budget deficit.
     
On top of budget problems, legislators also have some difficult crime, business and environmental issues on their plate.
     
Democrats control both the House and the Senate in Olympia.
     
Democratic Gov. Chris Gregoire sets the agenda this week, with a State of the State speech and presentation of her proposed budget plan scheduled for Tuesday.
     
Also this week, the state Supreme Court will officially get a new chief justice, as Barbara Madsen takes the helm from the retiring Gerry Alexander.
     
Perennial initiative sponsor Tim Eyman also makes an appearance to kick off his 2010 campaign.

    SPOKANE, Wash. - Spokane Police say they saw a dramatic increase in drug related calls on Tuesday. Police say at least one person has died and officers responded to almost 20 other calls of people acting erratically. Police are looking into whether there is a drug on the street that is "creating adverse health effects." Reported behavior is consistent with a stimulant, causing people to hallucinate and act in an unpredictable and sometimes violent manner.

There aren't a lot of details released right now, but we do know that the pilot did survive the crash. The pilot was working on the Horns Mountain fire, burning about 838 acres near Northport, close to the US/Canada border.
