The Democratic governor's 10-point plan includes tax incentives, streamlined permitting procedures, and energy savings. The whole thing would cost about $15 million through mid-2011. It's a new plan, separate from her proposed supplemental budget. The most expensive item costs about $10.7 million.>>

OLYMPIA, Wash. - Democratic state lawmakers are moving ahead with their first major plans for raising taxes as they try to solve a huge budget deficit.
     
The likely two-part strategy began to emerge Wednesday, in bills from both the House and Senate.
     
Senators are considering a bill that would amend Initiative 960, which set up a difficult two-thirds vote hurdle for raising taxes.

Once that's done, the Democratic majority can raise taxes without trying to win the votes of reluctant Republicans.
     
In the House, lawmakers are unveiling a bill that would raise about $270 million for the budget by closing an array of tax exemptions.
     
This probably won't be the last word on taxes. Lawmakers need to patch a $2.6 billion deficit during the 60-day legislative session.
