DEVELOPING: Spokane Valley Man Faces Sex Counts

OFFICIAL PRESS RELEASE: A 44-year-old Spokane Valley man was arrested Tuesday afternoon and booked into the Spokane County Jail after a sheriff's investigator determined he had been using his computer to arrange meetings with underage females who he would then offer cash in exchange for sex.

Bradley Thomas Oliver was booked on four counts of Commercial Sexual Abuse of a Minor and four counts of Communication with a Minor for Immoral Purposes. He was arrested at his place of employment about 3:15 p.m. Tuesday.

Deputy Damon Simmons said he began looking into the matter in June after two underage females agreed to meet an underage boy at the East Sprague Target store. When they arrived, they were confronted by Oliver who offered them cash for sex. The girls declined and reported the matter to Deputy Ken Dodge.

Pursuing that incident, Simmons was able to obtain a search warrant for billing records attached to the suspect's cellular phone. He began calling the various numbers and learned one belonged to a 13-year-old girl who said she had been to Oliver's home and could point it out. That residence is in the 16100 block of  East Broad.

She and the Target girls were also able to pick Oliver from a photo lineup.

Simmons said that the suspect's method of operation was to either portray himself as a juvenile male and arrange a meeting with underage girls, or that he would simply develop an Internet friendship with underage girls and then simply offer them money for sex.

The intended Target victims were each offered $200, Simmons said.

Simmons said the case underscores the importance of parents knowing who their children are communicating with on the Internet, and having open lines of communication so children are comfortable reporting this type of incident. -- rdr
