Father Pulling Kids On A Sled Behind His ATV Charged With DUI

SPOKANE, Wash.- KHQ received a press release from the Spokane Police Department early this morning, here's what it says:

A Spokane father was arrested after pulling children on a sled behind a 3-wheeler.  The incident happened just before 8:00 P.M. on 122910.  Spokane Police Officers responded to the 3600 block of E. Pratt to contact a citizen about an unrelated collision near that location.  Their marked police vehicle was parked at the bottom of the very steep hill.

Officers reported hearing the ATV just seconds before they saw it crest the top of the hill at speeds estimated at 35 mph.  33-year-old Ramon D. Noggles was driving the 3-wheeler with an 8-year old boy and 8-year old girl sitting behind him.  He was also towing a sled occupied by a 7-year old boy and a 10-year old girl.  Officers saw the sled swing out as he drove down the hill and the sled slammed into the back of the parked patrol car.  Both children in the sled were taken to the hospital for injuries related to the collision.  The children on the back of the 3-wheeler were not injured.  Noggles was the father of both girls.  None of the children were wearing helmets or any other safety equipment.

Officers determined that Noggles was under the influence of alcohol.  He was processed for DUI and the blood alcohol content results are pending analysis.  Noggles was booked into jail for 2 felony counts of Vehicular Assault.  Two additional misdemeanor charges of reckless endangerment and driving while license suspended/revoked are being forwarded to the prosecutors' office.

Pulling sleds or "ski-jogging" on public streets or parking lots result in serious injuries and death every year.  Items towed behind motorized vehicles have no breaking power.  Parked cars, curbs, trees, telephone poles, fire hydrants, and even hard snow and ice piles can kill you.  It is illegal and dangerous so please don't do it.

    RATHDRUM, Idaho - Idaho State Police responded to a fatal crash involving a California man Sunday afternoon in Rathdrum. Around 2:46 p.m., 68-year-old Jesse Villa of Torrance, Calif., was traveling westbound on Hwy 53 approaching Ramsey Rd. in a Honda motorcycle when 22-year-old Joseph Bitner of Athol, Idaho, turned to go northbound on Ramsey and collided with Villa's motorcycle. She was thrown from the motorcycle and succumbed to her injuries.

    PARK CITY, Mont. (AP) - Montana authorities say a woman died and four other people were hurt when their SUV rolled over on a highway. The Billings Gazette reports that a 39-year-old woman from North Dakota was killed in Sunday morning's crash, which closed Interstate 90 near Park City for about an hour. Montana Highway Patrol Capt. Keith Edgell says a man driving eastbound apparently lost control of the Chevrolet SUV, swerving off the road.
