NEW DETAILS: Backpack Bomb Suspect Faces Two New Counts

SPOKANE, Wash. - A federal grand jury has added two counts to an indictment accusing Kevin Harpham of leaving a backpack bomb along a parade route designed to honor Martin Luther King in January.

The new charges allege Harpham used an explosive device in a hate crime "because of an actual or perceived race, color and national origin" of any person.

Harpham faces prior indictments accusing him of trying to use a weapon of mass destruction and that he allegedly "received and possessed an unregistered explosive device."

It is unclear when he will be arraigned on the new charges.

Federal agents called it an act of domestic terrorism when three city workers found a pipe bomb inside a backpack as thousands were gathering to honor Dr. Martin Luther King in January.

Agents posing as construction workers arrested Harpham in March outside his Stevens County home.
