Obama Declares Iraq War Over, Orders Troops Home By End of Year

UPDATED:

President Barack Obama says the Iraq war is at its end, and he's announcing that all U.S. troops will be withdrawn by year's end.

Obama's statement put an end to months of wrangling over whether the U.S. would maintain a force in Iraq beyond 2011. 

The president said at the White House that "after nearly nine years, America's war in Iraq will be over." His statement came after he held a private video conference with Iraq's prime minister.

The American withdrawal was sealed in a deal between the two countries when George W. Bush was president. Obama declared the end of the combat mission earlier this year.

WASHINGTON - A White House official says President Barack Obama will announce Friday that U.S. troops will be out of Iraq by the end of the year.

The announcement will allow the U.S. to say definitively that the war in Iraq is over after eight years. The official says the partnership between the U.S. and Iraq will become a normal onebetween two sovereign nations.

Obama was to make the announcement at the White House after speaking to Iraqi Prime Minister Nouri al-Maliki.

The official said the two leaders agreed strongly that it was the best way forward. Some U.S. officials had argued for a troop presence beyond the end of the year to cement security gains. The official spoke on condition of anonymity ahead of the president's remarks.
