Sullivan Files Recall Charges Against Steve Tucker

SPOKANE, Wash. – The woman who gained notoriety in 2005 for successfully spearheading the recall effort of Spokane Mayor Jim West, took her first steps Friday to recall another public official: Spokane County Prosecutor Steve Tucker.

Shannon Sullivan formally filed recall charges against Tucker at the Spokane County Election's Office Friday afternoon. This time around, Sullivan said she worked with several people to draft the paperwork.

Sullivan filed in front of a crowd of media and supporters.

In the paperwork, Sullivan alleges Tucker violated his oath of office and committed malfeasance and misfeasance, meaning she believes some of his actions as an elected official were unjustified and incorrectly performed.

"It means, hopefully, that we're going to be able to put the vote back to the people and educate the citizens on Steve Tucker, his duties - and lack of - and hold another elected official accountable for their actions," Sullivan said.

One reason for the recall, Sullivan wrote, is because of Tucker said there was not enough evidence to charge former Spokane Police Officer Karl Thompson with a crime after he beat a disabled janitor with a baton inside a north Spokane convenience store in 2006.

In November, a jury convicted Spokane police Thompson of excessive use of force and lying to investigators to cover up the crime.

Sullivan believes Tucker has been reluctant to intervene in cases of police misconduct and said she needs to hold officials accountable.

"I'm doing it for the community," Sullivan said. "I think Steve Tucker needs to held accountable to us as citizens and we as citizens need to demand that he's held accountable and that's what I'm here doing."

Some of Sullivan's supporters included Alan and Imogene Creach, family of the slain Spokane Valley pastor who was shot and killed by Spokane County Sheriff's deputy Brian Hirzel on August 25, 2010. Tucker did not filed charges in that case since he said that Hirzel has more protection under the law than the average citizen.

The paperwork was filed with Spokane County Auditor Vicky Dalton, who said the charges against Tucker will be submitted to the attorney general so he can write the synopsis within 15 days, then the supreme court will decide whether or not it will be put on the ballot within 15 days as well.

If there is no appeal from Tucker, Sullivan has 180 days to gather more than 42,000 signatures. The recall election would be between 45-60 days after that..

KHQ tried to reach Tucker for comment Friday but his office said he was out of the country on a previously scheduled trip. KHQ will make sure to follow up with him when he returns.

Around 2:30 a.m., the woman reported that 28-year-old Atif Ado accosted her as she walked home. Despite her protests, Ado continued following her and ultimately held her at gunpoint while trying to drag her to a secluded location.
