Man Arrested After Holding Wife At Gunpoint For Nearly 30 Minutes In Whitman County

COLFAX, Wash. - The Whitman County Sheriff's Officer is investigating a troubling case of domestic violence in Steptoe.

On Friday just before 7:00pm, deputies responded to a call in Steptoe where they learned from the victim that her estranged husband, armed with a handgun, had entered her home and threatened to kill her. The victim told police that her husband, identified as 61-year-old Frank Toupal of Tucson AZ, was waiting for her in the living room when she arrived home from work. The victim called 911 immediately following the incident and told officers that she had been held at gunpoint for nearly 30 minutes before convincing Toupal not to kill her. 

Investigators learned that Toupal had flown up from Tucson earlier in the day, rented a car and drove to the victim's home in Steptoe. Police say after being talked out of his original plan, Toupal drove back to Spokane where he was later found at the Wingate Hotel.

Authorities believe it may have been Toupal's intention to kill the victim and then turn the gun on himself. Toupal was arrested without incident and is being held in the Whitman County Jail awaiting his first appearance.

The investigation continues.

(AP) - A new 100-bed psychiatric hospital is coming to Spokane.    The Inland Northwest Behavioral Health hospital, which opens to patients in October, will have about 200 employees.    The Spokesman-Review says the $33 million facility will be split into four units, each with 25 beds for inpatient services. One unit will be reserved for adolescent patients between the ages of 13 and 17.
