Former Spokane Detective Helps Bust Felon Buying Ammo

SPOKANE, Wash. - After federal agents with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) executed a search warrant in North Spokane Wednesday night, KHQ is now finding out more about the woman at the center of the raid.
 
Donna R. Perry, AKA Douglas Perry, was arrested by ATF officials at her home on the 2000 block of East Empire Avenue because officials alleged Perry, a convicted felon, illegally possessed ammunition.
 
As a convicted felon, Perry should not own any firearms or ammo.

According to court documents, agents began investigating Perry last week after a former Spokane detective saw her buying .22 ammunition, federal shotgun ammo, and a pistol magazine at the White Elephant store on 12614 E. Sprague Avenue in Spokane Valley.

The documents state Perry had been coming to the White Elephant for years, purchasing items once or twice a month including black powder, firearms accessories, and other components for reloading. White Elephant owner, Pat Conley, said that Perry always paid with cash and usually bought the items in bulk.

As fate would have it, on March 5, a former Spokane detective was also at the White Elephant while Perry was making a purchase. Documents state that the former cop recognized Perry "from past contacts as being a person prohibited from possessing firearms."

Documents state that the former detective snapped a picture and short video clip of Perry's purchase with his cell phone. He also took a picture of Perry's license plate.

On March 12, documents state that the former detective called the local ATF field office and relayed to officials what he had observed at the While Elephant. Agents then contacted the owners of the White Elephant to confirm Perry made the purchase as well as contacted the Washington Department of Licensing (DOL) for a photo of Perry.
 
At that point, the DOL said Perry had changed his name in 2000, from Douglas Perry to Donna Perry. He also changed his gender from male to female.
 
Police compared that driver's license photo of Perry to the picture the detective provided.
 
Court documents said Perry was convicted of Possessing an Unregistered Firearm (pipe bombs) in 1988 and being a Felon in Possession of Firearms and Ammunition in 1995.

Perry is set to appear in U.S. District Court on Friday, March 16.

KHQ called Perry's attorney for comment. He did not immediately return calls.

WSP officials said they were working to rescue two people who were trapped as a result of the crash Friday evening. Troopers said two cars were involved and there are serious injuries.  Highway 395 is blocked in both directions. Traffic is being divert southbound at Owens and northbound at Burrows.  Avoid the area if possible.

The suspect took off before officers arrived, but he later showed up at a nearby hospital.  Police identified the suspect as Tyrone Lee, and
