POST FALLS, Idaho - A
$3 million dollar claim has been filed against the city of Post Falls and
officers involved in the March shooting death of Justin Earl
A Tort Claim was filed against the city and the Idaho State Police in the name of Todd's
minor child and the child's mother Tara Payne alleging police used excessive
force after Todd was shot 10 times and killed after he led police on a lengthy
high speed chase then stuck an ISP officer with his car.
independent 5 month investigation by the Bonner County prosecutor it was
determined that officers were justified in shooting Todd and the officers
actions were "lawful." Shortly before Todd led police on the high speed chase
March 12th, Todd was wanted by the Idaho Violent Crimes Task force for drug
