Mom And Dad Arrested For Meth

SPOKANE COUNTY, Wash. - On February 5, 2013, at about 5:30 p.m., Spokane County Sheriff's Deputy Ryan Truman responded to a suspicious person call near Miller's One Stop on Newport Hwy.  An anonymous caller stated 33-year-old William Harriman and his wife, 30-year-old Kamille Harriman, were staying in Elk near Miller's One Stop.  The caller also provided information that the Harriman's were driving a white 90's Chevrolet extra cab truck.
 
Deputy Truman confirmed with dispatch that William Harriman did have an active felony DUI warrant out of Idaho with a $50,000 bond.  Deputy Truman was able to view William's DOL photo on his computer so he could positively identify him in case he located the vehicle.
 
At about 6:50 p.m., Deputy Truman was traveling north on Newport Highway when he saw a vehicle matching Harriman's truck traveling east on Elk to Hwy Rd.  Deputy Truman briefly lost sight of the truck.  A short time later he saw the truck parked in the parking lot of Miller's One Stop with its lights off.  Deputy Truman parked nearby and watched the truck.
 
The truck, with lights still off, backed out of the parking spot and pulled in behind a snow bank on a privately owned residence.  Deputy Damon Anderberg responded to assist.
 
Deputy Truman drove towards the vehicle and observed a male subject, identified as William, exit the driver's side door of the truck and crouch down behind the snow bank.  Deputy Truman saw William throw something in the snow bank as he crouched down.  Deputy Truman immediately recognized William from his DOL photo.
 
Deputy Truman contacted William and placed him under arrest for his felony warrant.  Deputy Truman saw two other occupants inside the truck which was Kamille and their six-year-old son. 
 
After William was detained in the back of Deputy Truman's patrol vehicle, he and Deputy Anderberg contacted Kamille.  She had two non-extraditable warrants out of Idaho and did not have a valid driver's license.
 
Deputy Truman allowed Kamille to speak with William prior to him being transported to jail.  Deputy Anderberg stayed with Kamille while Deputy Truman looked in the snow bank where William threw something.  Deputy Truman located a red cloth that contained a glass pipe and two clear baggies containing a white crystalline substance.  Both later field tested presumptive positive for methamphetamine.  William was advised he was also under arrest for Possession of a Controlled Substance, methamphetamine.
 
Deputy Anderberg told Deputy Truman based on his observations he believed Kamille was under the influence of methamphetamine.  Kamille denied having used methamphetamine and told Deputy Truman he could search the truck if he wanted.
 
Deputy Truman located a black colored, soft sided camera case under the edge of the front seat where Kamille was sitting.  Inside the case he located a glass pipe, among other paraphernalia, and a clear baggie containing a white crystalline substance that later field tested presumptive positive for methamphetamine.  There was also a debit card belonging to Kamille inside the case.  Kamille was also placed under arrest for Possession of a Controlled Substance, methamphetamine.  She initially denied using, then admitted she had used earlier in the day.  Deputy Truman released their six-year-old son to William's family member.  They were both advised CPS would be notified about the incident.
 
Both Kamille and William were booked into the Spokane County Jail on the charge of Possession of a Controlled Substance, methamphetamine.
William was also booked for his felony DUI warrant out of Idaho.
