UPDATE: Multiple Agencies From Washington And Idaho Investigating Spokane Valley Shooting

UPDATE:

SPOKANE VALLEY, Wash- Authorities responded to a "shot fired" call in the 300 block of South Dishman Road around 7:10 Tuesday morning. According to Spokane County deputies the victim had broke down in front of the shop and that's when he was fired upon. The victim was not injured. Deputies arrested 36-year-old Shawn Martes for the shooting. He was charged with Aiming or Discharging a Firearm.

It became clear shortly after the shooting that the investigation bloomed in to something much bigger. Investigators arrived on scene from the bomb squad, Spokane Violent Crime Gang Enforcement Team and the FBI. The North Idaho Violent Crimes Task Force became the lead agency in the investigation. Authorities were very tight lipped and would not disclose why this became a multi-state, multi-agency effort.
 
Jerry Colvin is the current owner of the mechanic shop that is being investigated. He tells KHQ's Dylan Wohlenhaus that about 5 months ago he rented his old shop to Ian Harris from Waitts Lake. Sources confirm to KHQ's Dylan Wohlenhaus that there was a "SWAT" situation near Waitts Lake Tuesday afternoon and it is connected to the Dishman Road investigation.
 
According to Federal court documents Ian Harris is set to appear in court Thursday afternoon. He is facing numerous drug charges including distribution, possession and maintaining a drug involved premises.
 
During the investigation a nearby daycare, Guardian Angels was locked down as a "Precaution" for most of the morning because of the police activity

    SPOKANE, Wash. - Spokane Police have arrested a juvenile in connection to a fatal shooting in downtown Spokane on Tuesday, according to our partners at The Spokesman Review.  The boy, whose name and age have not been released, is facing a charge of 2nd Degree Manslaughter.  Police believe the juvenile shot and killed a man inside a parked car near Washington and Spokane Falls Blvd.
