Cleveland Missing Women Found Alive Gives Spokane Families Hope

SPOKANE, Wash. - Heather Higgins went missing after leaving her lower South Hill apartment on September 20th 2010. She has never been seen since. Her mother Jackie spoke to KHQ's Dylan Wohlenhaus on Tuesday. She says the Cleveland case gives her hope. "Yea, you never lose hope. But when something like this happens, you are excited for the families and think you know maybe my turn is coming soon. Police in Cleveland found 3 girls being held captive inside of a home after missing for more than 10 years.

According to the National Missing & Unidentified Persons System Spokane and Spokane Valley has 16 open missing persons cases. The Alvin Matlock case is the oldest. It's from 1951. Spokane police say missing persons cases remain open until a body is found or the person is found alive. According to police records already 807 people were reported missing in Spokane in 2013. 52 cases are currently outstanding. 37 are declared runaways and 15 are still at large. Police say if the person is not found within the first year police continue to follow up on the cases every 3 months unless there is new evidence coming in.

However police say the numbers do not specify if someone has been reported missing multiple times. Police say in 2012 they received 86 reports on one 15 year old. Another person was reported missing 56 times. Police say multiple reports of missing people put a strain on resources and distract from the more serious cases. Police say they prioritize cases by the amount of evidence that is received. Thats where the public plays a big role in providing tips and helping to solve cases.

SPOKANE, Wash. - From the outside, the Repeat Boutique looks like a lot of other thrift shops in Spokane.  Inside, some might describe the stuff for sale as old, used, discarded garbage -- but store manager CJ Curtis sees its potential. And just like the goods in her shop, CJ is on her way to a new life, one far from the one she once lived.

SPOKANE, Wash. - "He told me to pull over, and my jaw just dropped," a Spokane woman, who says a fake police officer tried to pull her over, doesn't want to be named. In fear, this could happen again. "It really scared me and kind of threw me off that night. I don't even want to drive by myself anymore," she said. She tells me that she was driving around North Spokane at night on her way home from work.
