SCRAPS Investigates Rancher For History Of Horse Abuse

Spokane County Regional Animal Protection Service is now taking care of the 25 emaciated horses that were seized from the home of Jan Hickerson near Airway Heights Saturday. Many of the horses were taken to the Spokane Interstate Fairgrounds where they will remain during the investigation. 
 
After receiving a complaint from a neighbor they looked at the property and came back with a warrant to take the horses.
When S.C.R.A.P.S. arrived on scene Sunday, they said there was no hay out for the horses.
 
According to S.C.R.A.P.S this is not the first time Jan Hickerson has had horses taken away and faced animal cruelty charges. Hickerson was in court for animal cruelty charges in Spokane last February and has also faced animal cruelty charges in Kootenai County under a couple of different names.
 
A local woman who rescues horses says she took in two horses that were rescued from one of Hickerson's other properties. 
 
"Everybody that I talk to that knows her, says that this has been going on for years," Sylvia Fox said.  
 
According to Fox, her two rescues came from a property where 52 other horses were also being kept.
 
"They picked her up from the field on Edwall Highway where Jan Hickerson was not feeding her horses," Fox said. "They were seized from there and they were at a body condition of 1 and 1½ when they were picked up."
 
Jan Hickerson, however, says she rescues horses that are already in bad condition and tries to rehabilitate them.
 
"Some of these horses that just came from the reservation are beat up, torn up, I mean have issues and here they are taking them, telling me you did it," Hickerson said.

Hickerson also told us she takes care of the horses and thinks she is doing nothing wrong.

"Every single day these animals are fed and cared for," Hickerson said.

The current case, involving Saturday's seizure of 25 horses it is still under investigation. Hickerson could face first degree animal cruelty charges, which is a felony, or gross misdemeanor animal cruelty charges.
