Sheriff Knezovich Terminates Deputy

Spokane County Sheriff's Office Press Release:

Effective today, August 15th, 2013, Spokane County Sheriff's Deputy Scott Kenoyer was terminated after an internal investigation by the Sheriff's Office. The investigation stemmed from a previous criminal investigation done by the Sheriff's Office and Spokane Police Department involving former Spokane Police Officer Jeff Graves. The internal investigation was the result of a female citizen claiming she had sex with Deputy Kenoyer while he was on duty.

This investigation involved the same woman involved in the Graves investigation. When contacted by investigators, Deputy Kenoyer was honest, forthcoming, and admitted he had sex on duty.

Today, Sheriff Knezovich met with Deputy Kenoyer and representatives from the Deputy Sheriff's Association. Sheriff Knezovich offered Deputy Kenoyer a last chance agreement which read that Deputy Kenoyer was to be terminated and his employment reinstated under strict and specific conditions that would have allowed Deputy Kenoyer to keep his job. The last chance agreement was offered because Deputy Kenoyer was honest, truthful and took responsibility for his actions.

The Deputy Sheriff's Association and Kenoyer refused to sign the last chance agreement stating that they felt termination was too severe for this offense. They also objected to the word termination being included in the last chance agreement. The Spokane County Deputy Sheriff's Associations action left Sheriff Knezovich with no other option but to terminate Deputy Kenoyer. Deputy Kenoyer was hired in the jail September, 1998 and transferred to the patrol division in September, 2002.

 

Spokane County Labor Relations Director Tim O'brien was present during today's meeting. O'brien confirmed the discipline language was standard and the option to sign the last chance agreement was offered and declined.
