Charges Forwarded To Prosecutor In Three 1990 Homicide Cases

*Note: The suspect in this case, Douglas Perry, underwent a gender reassignment and currently lives as a woman named Donna. She is currently in prison in Texas on Federal firearms charges. 

Spokane Police Department Press Release: 

Detectives from the Spokane Police Department (SPD) and the Spokane County Sheriff's Office (SCSO) have forwarded charges to the Spokane County Prosecutor's Office related to three unsolved homicides from 1990. Three counts of 1st Degree Murder were referred for 61-year-old Douglas (Donna) Perry (who is currently in prison on Federal Firearms charges) for the murders of Yolanda Sapp, Nikkie Lowe and Kathlene Brisbois.

On February 22, 1990, 26-year-old Yolanda Sapp's body was discovered in the area of 4100 E. Upriver Drive. On March 25, 1990, 34-year-old Nikkie Lowe's body was discovered near 3200 East South Riverton underneath the Green Street bridge. On May 15, 1990, 34-year-old Kathlene Brisbois' body was located on the west side of the Spokane River near Trent and Pines in the Spokane Valley. All three women were shot with a small caliber handgun. SPD and SCSO detectives collected evidence and investigated the cases, however did not have enough evidence at the time to arrest a suspect. The case remained open in the event that new information was obtained or new evidence was collected.

Last year, Douglas (Donna) Perry was arrested in Spokane on an unrelated firearms charge. Upon arrest, Perry's DNA was collected (per state law) and put into the CODIS (Combined DNA Index System) database. Perry's DNA matched DNA evidence submitted from Kathy Brisbois' homicide. Spokane County Sheriff's Detective Dresback and Spokane Police Detective Burbridge, worked together using the DNA evidence and Perry as a person of interest to tie the three homicides together.


Today, Spokane Police and Spokane County Sheriff's Major Crimes Detectives submitted paperwork forwarding charges for Perry for three counts of 1st Degree Murder. Perry is currently incarcerated in Texas.

    SPOKANE, Wash. - An urgent care clinic in north Spokane has closed. The MultiCare Rockwood Urgent Care Center located at 9001 N. Country Homes Blvd. closed its doors on April 17. Patients looking for immediate services are being asked to use one of the other clinics listed here. According to a spokesperson with MultiCare, the lease for the building expires on April 30. MultiCare did not renew the lease. While the Urgent Care is closed,

(AP) - Authorities say a man was killed near Tacoma when the tractor he was using flipped over.    The News Tribune reports the man apparently was attempting to pull a wooden pole out of the ground on a small farm in Parkland.    The Pierce County Sheriff's Office says he had attached a rope to the bottom of the pole and the tractor and at some point the tractor flipped.

(AP) - A coroner says the seven inmates killed during a South Carolina prison riot earlier this month all bled to death from stab wounds.    Lee County Coroner Larry Logan said Tuesday all the inmates had several stab or cutting wounds inflicted inside Lee Correctional Institution on April 15 and 16.
