Riverpoint Construction Project $100,000 Over Budget: 'That's Rare'

At Monday night's meeting, Spokane City Councilors approved an additional reserve of $100,000 to fund the Riverpoint Campus construction project.

That represents an overage of about 9% of the total $1.37 million dollar cost. Records show the overages come from unexpected rock excavation, traffic control, construction contracts as well as unplanned striping and sidewalks.

While that is a significant amount of money, when you put it in context by looking at all the construction projects across the city, it's a drop in the bucket.

This season, Spokane had 34 construction projects budgeted at $40 million dollars. Bids actually came in under budget, saving the city roughly $6.7 million.

Spokane City Spokesperson Brian Coddington said the Riverpoint project is one of only two significantly over-budget this season. The other is the Greene Street Bridge, which is costing roughly $1 million more than expected.

"It is rare," Coddington said about the overages. "Our estimates are pretty close. As you may imagine over the course of 34 projects, they're not always right on and in this particular construction season, many of them we budgeted higher and they came in under budget."

The extra $100,000 will come from the city's arterial street fund, which provides capital for new projects. At the beginning of the year, the fund totaled $5.3 million. With various deductions, it now sits at roughly $4 million, Coddington said.

The arterial street fund is completely separate from the streets maintenance fund, which provides for pothole repairs after the winter season.

Construction on the Riverpoint Campus is essentially complete, barring a few last minute touches and landscaping.
