Gov. Suspends Death Penalty Without Reaching Out To Victims' Families; Declines Comment

SPOKANE, Wash. -

It was 28 days before her 19th birthday, just 10 months after her high school graduation. When you talk to Terri Moore about her daughter Jade’s last day alive, you would think it was yesterday.

“I gave her a hug and a kiss goodbye. Told her I love you and be safe,” Terri Moore said. “She locked the door behind her and that was the last I saw her until the hospital the next day.”

That day was 18 years ago this April. On April 27th, 1996 Jade Moore was brutally raped and murdered by Dwayne Woods alongside her family friend, Telisha Shaver.

“Do you see why I want him dead?” Sherry Shaver said. “He did that to them.”

On that April day in 1996 Sherry Shaver’s youngest daughter Venus and her friend Jade were housesitting for Venus’ aunt in Spokane Valley when Dwayne Woods came over with drugs, but demanded sex. When the girls didn’t give in he beat them with a baseball bat.

Venus’ sister Telisha happened to stop at the house two hours after the beating to get clothes for work.

“She walked in and I can’t even imagine her horror,” Shaver said. “Seeing her little sister there. Then being told to turn around and face the wall. And then he ties your hands and feet and then takes a baseball bat to your head.”

Telisha Shaver didn’t survive that attack. Jade Moore didn’t either. Venus Shaver did survive, but spent 10 days in the hospital. A year after the brutal double murder a jury found Dwayne Woods guilty and a judge sentenced him to death.

GOVERNOR DIDN’T DISCUSS WITH VICTIMS’ FAMILIES

Governor Jay Inslee made a decision last month that while he is Governor no one will be executed in the state of Washington. The Governor offered little explanation for his ruling and declined an opportunity to speak with KHQ. Not only did the Governor decline an invitation to speak with KHQ, he didn’t reach out to all of the victims families who are affected by the men on death row in the state of Washington.

In an e-mail to KHQ, the Governor’s spokesperson said: “He will not be available. The Governor absolutely respects and values the families points of view and recognizes this is an emotional issue.” “How can he say he respects and understands me?” Sherry Shaver questioned. “I bet he couldn’t tell you anything about that story (Telisha’s murder). Not one thing. And that is wrong.”

The Governor’s decision was devastating to the Moore’s and the Shaver’s. The Shaver’s learned about it on the news, while the Moore’s found out on facebook.

“I was promised that I could go see the execution,” Terri Moore said. “How dare you change the rules in the middle of the game. He has no right. Those guys have been sentenced to death by a judge and jury.”

The Governor’s decision is not changing the law. The death penalty still exists in the state of Washington, but this is just Governor Inslee making the statement that no one will be executed while he’s in charge. In 1975 the people of Washington overwhelmingly voted for anybody who was convicted of aggravated first degree murder to get the death penalty, but then in 1977 the supreme court struck down mandatory death penalty in any situation. The current law was passed by the legislature in 1981.
