    SPOKANE, Wash.- 55-year-old Richard Lee Welch is accused of kidnapping a 2 year-old boy. Welch denies the charges against him of First Degree Kidnapping With A Sexual Motivation. Welch says the boy was wandering alone and he wanted to help. Police say there is no evidence the boy was outside the home when he was taken.>>
    SPOKANE, Wash.- 55-year-old Richard Lee Welch is accused of kidnapping a 2 year-old boy. Welch denies the charges against him of First Degree Kidnapping With A Sexual Motivation. Welch says the boy was wandering alone and he wanted to help. Police say there is no evidence the boy was outside the home when he was taken.

SPOKANE, Wash. - Spokane Police say they arrested 55-year-old Richard Lee Welch Wednesday morning on kidnapping charges. 

Police say it appears Welch abducted the 3-year-old from a home in Spokane and took him to Airway Heights. Police say Welch took the child to a convenience store in Airway Heights around 4:30am on Wednesday. At 4:31am Richard Welch actually called police and told them he had located a child in the area of Wellesley and Lincoln in Spokane. 

Five minutes later, a clerk at the store recognized Welch and was concerned that he had a child with him, so he called police to report the suspicious activity.

At 5:20am, the child's mother called Spokane Police to tell them her child was missing. 

Airway Heights Police responded, and notified Spokane Police of the situation. The child was taken to the hospital for evaluation and returned home safely to the parents. 

Police are continuing their investigation and are searching Welch's home in Airway Heights. Right now there is no indication that Welch knew the victim or the victim's family. 

Police say Welch has a long criminal history including, Reckless Driving, City Assault and Assault. Additionally, Welch has misdemeanor convictions for Criminal Impersonation and Indecent Exposure.

Deputies say it was a domestic dispute and the 2nd time they had been called the home in the past 24 hours.

The driver, 22-year-old Chance Kennen of Lecompte, Louisiana, told Washington state troopers he didn't see the cliff's edge.
