SPOKANE, Wash.- 55-year-old Richard Lee Welch is accused of kidnapping a 2 year-old boy. Welch denies the charges against him of First Degree Kidnapping With A Sexual Motivation.

Welch says the boy was wandering alone and he wanted to help. Police say there is no evidence the boy was outside the home when he was taken. Police also say this is an extremely rare case where a child is taken randomly, police believe from the boy was taken from the home.

The mother of the kidnapped toddler reached out to KHQ and said she wanted to discuss the incident with reporter Dylan Wohlenhaus. However, when Wohlenhaus went to her home, she refused to speak to him.

In a jailhouse interview with Richard Welch, Welch admitted taking the child from his home. He says what he did may have been misguided, but he did not hurt the boy and did not have any intentions of hurting the boy. Welch also said he did not molest the boy or do anything sexual to him. When Welch was arrested he was wearing women's underwear and police found a bottle of lubricant on Welch's bed, at the All Season's Motel in Airway Heights. Police say this evidence, in part, is why they charged Welch with Kidnapping With A Sexual Motivation.

Police do not believe that Welch actually entered the home, at Wellesley and Lincoln in North Spokane. However, they do say he took the boy from the home. Beyond that, police are still investigating the details.

At 4:26 Wednesday morning Welch called 911 to report he had found a 2 year-old boy. 20 minutes later, he showed up to a gas station in Airway Heights and left the boy with the clerk. At some point during the night, Welch took the toddler to his motel room, then to the gas station. At 5:21 the child's mother called 911 to report her son was missing. That's when police put the pieces together.

Welch says he was coming home from Stateline Showgirls, when he came across the toddler.
