Intoxicated Man Refuses Help, Assaults Deputies

SPOKANE VALLEY, Wash. - Spokane Valley Sheriff's Deputies attempting to offer an intoxicated man a ride home were told by the man to either kill him or take him to jail and eventually had to arrest the man when he refused to cooperate and attempted to start a fight.

Sunday night around 10:20 p.m., Spokane Valley Sheriff’s Deputies responded to the call of an intoxicated man in the area of 2600 N. Pines Road. Deputies located the man, identified as 42-year-old Philip Lowe, who told deputies to either kill him or take him to jail. Deputies explained to Lowe that he was not in trouble, was not under arrest and offered to give him a ride home. Lowe refused the offer of assistance, walked over to a patrol vehicle and attempted to get into the back seat.

When given instructions to step away from the vehicle, Lowe turned towards one of the deputies, clenched his fists, assumed a fighting stance, yelled at the deputies and ran towards one of them. Lowe was ordered to stop but did not follow instructions and continued to charge one of the deputies.

After being detained and handcuffed, Lowe tried to kick one of the deputies in the legs and was then placed in leg restraints until he relaxed and able to be placed in the back seat of a patrol vehicle.

· Lowe was booked into jail for two counts of 3rd Degree Assault and one count of Resisting Arrest.

    CLEARWATER BEACH, Fla. - A 30-year-old Florida man was fined $118 and ordered to stay away from a park after police say the man climbed on playground equipment and yelled at children in the area about where babies come from. Otis Dawayne Ryan was taken into custody on a charge of disorderly conduct around 3 p.m. Sunday afternoon in Clearwater Beach, according to the Tampa Bay Times.
