SPOKANE, Wash. - Spokane Police arrested a man already very much familiar with the criminal justice system Tuesday night.

41-year-old Ryan P. Graham already has 22 prior felony convictions for crimes such as Assault, Possession of a Controlled Substance, Theft, Forgery and Residential Burglary. Graham also has 31 misdemeanor convictions that include Obstructing, Driving with a Suspended License, Criminal Trespassing and Theft.

Last week police received a report of a vehicle prowling near Audubon Park where a car was broken into and a wallet was stolen. A debit card from that wallet was used at a nearby gas station, and police were able to look through surveillance video and identify Graham as the suspect. He was located and arrested Tuesday night in the Hillyard area.

Graham appeared in court on Wednesday for 2nd Degree Identity Theft, and the court imposed a $200,000 bond.

The Spokane Police Department said property crime is down in Spokane compared to last year. Part of their strategy, in addition to the work of Patrol Anti-Crime Team (PACT), the Chronic Offender Unit, and follow-up investigations, is to work with the Spokane County Prosecutor's Office to obtain higher bonds for offenders likely to re-offend.
