SPOKANE, Wash. - There were some anxious moments for a neighborhood on Spokane's lower South Hill Monday afternoon as Spokane Police officers were engaged in an hours long standoff with a domestic violence suspect. It started about noon on Monday at a an apartment complex near West 6th and South Oak on the South Hill. Officers showed up to the home of Donald Caldwell, 53, to serve him a warrant on domestic violence charges related to an incident with Caldwell's girlfriend last Friday. Caldwell refused to come out. Officers closed the road outside the apartment building and called in negotiators, along with their Emergency Response Unit. Nearly 6 hours later, Caldwell finally walked out and gave himself up without further incident.

On September 11th Spokane Police implemented a change to the way they approach standoff situations, and a department spokesman says it's helped resolve standoff situations more peacefully. The department previously used SWAT team members during standoffs, but now they use an Emergency Response Unit. The spokesman says the ERU team is trained to be slow and methodical, going through all options before making their way inside the home. Since the department made the changes the ERU team has been called out to about a dozen incidents, and none have resulted in any injuries or death.

Donald Caldwell was arrested and taken to the Spokane County Jail. He was charged with Harassment With A Threat To Kill and Unlawful Imprisonment, Domestic Violence. Caldwell is expected in court Wednesday morning.
