Incumbent Spokane County Sheriff Ozzie Knezovich will be serving another term as Sheriff after beating challenger Doug Orr in the 2014 mid-term elections.

The first ballot count has Knezovich leading 72% to 28%. Those numbers are roughly the same as the Primary when Knezovich took 71% of the vote.

Tuesday afternoon, Orr told KHQ's Gabe Cohen that Election Day is “a day of relief,” when he can call and thank voters who have supported him.

Sheriff Knezovich has held the position since Spring, 2006, when he was appointed Sheriff. He was elected later that year, and reelected in 2010.

Orr is a detective with the Spokane Police Department. He holds a Ph.D. in Criminal Justice from Washington State University.

Sheriff Knezovich and Orr have diverged on certain key issues, as they voiced during an October 28th debate.

One of those issues is public funding for a new jail to replace Geiger Corrections Center, where an inmate escaped just last month. Sheriff Knezovich has held firm that Spokane County needs a new facility, and he would put it to a public vote to secure funding for one. Orr, on the other hand, has stated no new facility is needed. Rather, he's said reducing recidivism rates would be a key to limiting the over-crowding Spokane jails have faced.

Reducing recidivism rates also became a key component of the debate on jailing non-violent criminals. Sheriff Knezovich has said criminals must be held accountable through jail sentences that keep repeat offenders off the streets. Orr, in the debate last week, put his focus on new policies and cognitive therapy that would rehabilitate criminals and reduce recidivism.

Orr also highlighted the endorsement he received from the Spokane County Deputy Sheriff's Association. Orr credited it to a lack of support for Knezovich within the department. The incumbent, however, claimed he has not lost support from the “rank and file,” and rather he had angered the union by enforcing the law with his own employees.
