KOOTENAI COUNTY, Idaho -

When Monte Hoisington, 64, came into the Kootenai County Sheriff's Office to register as a sex offender, he had his picture taken, his criminal history was recorded and he gave his address. At that point, he is entered into the Idaho sex offender registry and he is labeled as "compliant" for having registered. Unbeknownst to deputies, the man that had just come through their building was labeled in Washington as a level three sex offender.

"That's the highest level you can get to which is a violent, prolific type of offender," says Lieutenant Stu Miller with the Kootneai County Sheriff's Office.

Until KHQ reporters called the sheriff's office to talk about this particular offender, deputies had no idea the extent of Hoisington's crimes because Idaho does not have a leveling system when it comes to sex offenders.

"We get their registration information but we don't know what some of their criminal history is, just that they're a sex offender," says Miller.

Miller says years ago the state would classify offenders as violent and non-violent. They no longer do that after differing opinions of who could be considered a violent offender. Now, the state only has two categories, sex offender and not a sex offender. There are more than 330 registered sex offenders living in Kootenai county and there is no way, by looking at the registry, to tell their crimes apart.

"The state of Idaho just tracks them as far as what their original offense was and the date that they were convicted," says Miller.

Having learned there may be violent offenders in the community under a "compliant" label the Sheriff's office says they'll be more hands on moving forward.

"Talking with one of my detectives, he said this whole thing opened his eyes and he wants to do a lot more research into these folks when their paperwork comes in," says Miller.
