Details released in alleged sexual assault case against Spokane Police Officer

SPOKANE, Wash. -

Court documents released Tuesday provide details into a sexual assault allegation against a Spokane Police Officer. 

According to documents, the victim, who also is an employee of the Spokane Police Department, attended a party north of Spokane Saturday night. The victim told detectives she consumed numerous alcoholic beverages at the party and admitted to be "very intoxicated." Also at the party, was the officer the victim under investigation. The Victim told detectives she gave the man a hug when he arrived at the party, but it was not sexual in nature. 

The victim says she borrowed a swimsuit from the party host and went into the hot tub, which she said was crowded and included the alleged attacker. 

The victim says she got out of the hot tub and went to get more drinks when she vomited and "passed out." She said she was then placed into a guest bedroom. 

The victim then said while she was passed out, she woke up to the feeling of her vagina being penetrated by fingers. The victim said she looked up and clearly saw the accused Spokane Police Officer sitting next to her on the bed. In court documents she describes in detail the sexual assault.

The victim said she believes she tried to wiggle away from the officer and may have started crying. She said at this point she heard the officer say something in a panicked voice to the effect of "I gotta go, I gotta go home." She said the officer then got up and left. 

The victim then says she immediately called her friend who was out of town and explained what had just happened. She then called another friend to ask if she could get a ride home. While waiting for that friend, by then it was Sunday morning and she spoke with the homeowner about what had happened. 

The victim reached out to another co-worker later that day and explained what happened. That co-worker told her she needed to report the incident to her superiors, which she did. She then provided a statement to a Detective with the Spokane County Sheriff's Office. 

An Internal Affairs investigation will happen after the conclusion of the criminal investigation.

Otis Dawayne Ryan was taken into custody on a charge of disorderly conduct around 3 p.m. Sunday afternoon in Clearwater Beach, according to the Tampa Bay Times.
