13 Spokane area men arrested in child sex sting

SPOKANE, Wash. -

Newly filed court documents show an undercover sting by the Washington State Patrol led to the arrest of 13 men, who are now being charged with 1st Degree Attempted Rape of a Child. 

Arrested in the sting were: 

  • Christopher Luman, 54, of Otis Orchards (2 counts of 1st Degree Attempted Child Rape)
  • Sean Stevenson, 29, of Spokane (3 counts of 1st Degree Attempted Child Rape, 1 count of Commercial Sexual Abuse of a Minor)
  • Joseph Siria, 32 of Spokane ( 1 count of 1st Degree Attempted Child Rape)
  • Steven Hunt, 58 of Spokane Valley (1 count of 1st Degree Attempted Child Rape)
  • Mechel Frederick, 26 of Spokane (1 count of 1st Degree Attempted Child Rape)
  • Tim McManis, 51, of Spokane. (2 counts of 1st Degree Attempted Child Rape)
  • Sandra McManis, 47, of Spokane. (1 count of 2nd degree Sttempted Child Rape)
  • Robert Dahms, 50, of Post Falls. (1 count of 1st Degree Attempted Child Rape)
  • Jason Borseth, 36, of Metaline Falls, Washington. (1 count of Commercial Sex Abuse of a Minor; 1 count of 1st Degree Attempted Child Rape; 1 count of Possession of Methamphetamine)
  • Reggie Oliver, 36, of Spokane. (1 count of 2nd Degree Attempted Child Rape)
  • Eduardo Populus, 56, of Post Falls. (2 counts of 1st Degree Attempted Child Rape)
  • Glenn Hampton, 47, of Spokane. (1 count of 2nd Degree Attempted Child Rape)
  • Thomas Bramblee, 29, of Spirit Lake, Idaho. (1 count of 2nd Degree Attempted Child Rape)

Court documents released on Monday show that the men all responded to online ads from a Washington State Patrol Detective posing a mother of underage children who was looking to "expose her kids" to sexual activities with men she met online. 

The details outlined in the online conversations between the suspects and the undercover team at WSP are extremely graphic and show all of the suspects agreeing to wanting to have sex with the underage children. 

One of the suspects, Steven Hunt, told detectives after his arrest that he "had to see it for himself because he couldn't believe a mother would do such a thing" after he admitted to showing up to the arrest location to have sex with an 11-year-old girl. 

During another conversation, Joseph Siria, told undercover detectives he had to text because he was "babysitting for a friend" before saying he wanted to have sex with the underage daughter. When the undercover detective asked if Siria had ever "played with the kids" he babysits, Siria responded he hadn't because he babysits a young boy, "but if it was a girl yea for sure I would exactly."

"That's all I've thought is this is a setup to trap me lol I'm so F_____ scared of getting popped and loosing (sic) my son," Siria said during one conversation with the detectives. 

According to the court documents, 29-year-old Sean Stevenson set up a meeting with the undercover detective with the purpose of having sex with the "mother's" two underage daughters and her son. Following his arrest, Stevenson admitted detectives would find explicit images of children on his phone and his desktop computer at home. 

During a conversation outlined in the court documents, 54-year-old Christopher Lumen told undercover detectives he also had two young girls and a young son who were also into "open and free ideas." Luman first appearance evaluation shows he does not actually have children that young. 

26-year-old Mechel Frederick told detectives after his arrest that he has a young daughter he sees on the weekends, according to court documents, and thought about turning around while walking to the agreed upon meetup, but decided to keep going. He told detectives he was there for the mother and not the 11-year-old daughter, even though the transcript of his conversation with detectives shows he agreed to have sex with the 11-year-old. 

While speaking to an undercover detective posing as a 13-year-old boy, court documents show suspect Glenn Hampton was worried about getting busted in a sting operation. 

"I can't afford to be labeled a pedophile or registered sex offender," documents show Hampton saying to the undercover detective. "Cause your (sic) 13 and I'm 48... I know your (sic) 13 and that's why I think your (sic) so hot."

Detectives say 36-year-old Reggie Oliver shared the same concern during his conversation with what he thought was a 13-year-old boy when he said, "Promise me this is not a set up with police or video taping of what we do...have to worry about all that because u are under age."

According to court documents, detectives asked Eduardo Populus if he had ever "done this before" (referring to sexual activities with underage girls), to which detectives say Eduardo responded, "The taboo side? Yes." 

Detectives told KHQ they had nearly 1,000 people show interest in having sex with children ages 6-13 in online ads, but only 13 of that nearly 1,000 actually showed up to meet. Detectives also added that of those 13, only one was a repeat offender. 

"These are the kind of people that weren't even on our radar," detectives said on Monday. 

At least 10 of the defendants will make their first court appearance Monday afternoon.
