Investigators in Straub report recommend changes to City’s sexual harassment policy

SPOKANE, Wash. -

SPOKANE, Wash. – Among the many findings in a 126-page report, detailing the investigation into the resignation of former Spokane Police Chief Frank Straub, investigators have recommended dozens of changes to the City’s current sexual harassment policy.

The report states that the procedures articulated for responding to allegations or complaints of sexual harassment are not clearly described in the City’s policies.

The report also states that the policies contain ambiguities and lack important definitions.

In addition, the report states that the complaint process outlined in the City’s policies seems to give the employee, not the City, the discretion to initiate an investigation.  

Investigators in the report recommend that the City establish internal guidelines for responding to all employee complaints that are flexible and accommodate the wishes of the employee, but also meet the City’s duty to prevent and correct inappropriate behavior in the workplace.

To that end, the report recommends the city revise its written policies, identifies roles and responsibilities if a investigation is needed, document the investigation more thoroughly, establish clear confidentiality guidelines, and ensure all employees are properly trained.

Police tell us that while they are still investigating whether the threat is credible, they do not believe the CHS that the note mentions is referring to Coeur d'Alene High School.

    Ramsey Elementary and Coeur d' Alene Police station have been evacuated after an explosive device was brought to the station for disposal.     SPOKANE, Wash. - After struggling with medical issues recently, retired Spokane County Sheriff's Office K9 Laslo passed away early Friday morning.  "It is with the most heavy heart that I tell you K9 Laslo passed away this morning at 0115hrs," a post on Laslo's Facebook page said Friday morning. "There will be a piece of my heart always missing. To the best partner I ever had, R.I.P."

    About 36 fetuses and infants have been removed from a Detroit funeral home, the second facility where remains have been improperly disposed.    Detroit police raided Perry Funeral Home on Friday and found the remains. Jason Moon of the Michigan Department of Licensing and Regulatory Affairs says the remains were found in three unrefrigerated boxes.

    A small plane with a student pilot on board made an emergency landing in the middle of traffic on a Southern California freeway. The California Highway Patrol says the plane landed safely in the westbound lanes of Interstate 8 in El Cajon on Friday morning after reporting engine trouble.    Authorities say the single-engine Piper was carrying a 25-year-old pilot and a 36-year-old student.
