A 30-year-old Florida man was fined $118 and ordered to stay away from a park after police say the man climbed on playground equipment and yelled at children in the area about where babies come from.
Otis Dawayne Ryan was taken into custody on a charge of disorderly conduct around 3 p.m. Sunday afternoon in Clearwater Beach, according to the Tampa Bay Times.
Police say Ryan first approached tourists and making vulgar comments to women. An officer was watching him at the time.
"I watched (Ryan) walk over to the busy playground area and climb to the top of one of the children’s toys that was being occupied by children between the ages of 4 and 6," an officer wrote in an arrest report. "He then started shouting from the top telling the children that babies come out of women."
Police said Ryan had caused a number of disturbances in the area and has a lengthy criminal history.
Court records show Ryan was found guilty, ordered to pay a fine and released.
