The Spokane County Sheriff's Office wants you to know about the release of a level III sex offender.
47-year-old Sean Charles Tillman was convicted in 1992 of Indecent Liberties with several Burglary charges.
First, deputies say Tillman entered the home of a 77-year-old woman and engaged in sexual contact using physical force and threats of force.
During a second incident, deputies say Tillman also entered into the home of a 57-year-old woman and forced his way in while trying to remove her clothes. He fled when that woman screamed for help. On a fourth occasion, a 70-year-old woman found her window screen removed. Tillman's fingerprints were on the window frame. Tillman also has a burglary conviction from 1991 where he broke into the home of a 69-year-old woman through a basement window.
Deputies want the public to know Tillman was just released from McNeil Island as an unconditional release and does not have a probation officer. He is living in Spokane in the 800 block of East Euclid. Deputies want to stress that Tillman is not wanted by law enforcement, Tillman's sex offender level classifies him has a risk to re-offend and the Sheriff's Office believes that an informed public is a safer public.
The Sheriff's Office is releasing the information pursuant to RCW 4.24.550, which authorizes law enforcement agencies to inform the public of a sex offender release when, in the discretion of the agency, the release of information will enhance public safety and protection. Deputies say they have no legal authority to direct where a sex offender where they may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he chooses.
